What changes in practice

Today, any reply sent inside the 24 hour window opened by a customer is free, whether written by a human agent or a bot. Starting in October, that ends: every service message will generate an individual charge, at the same rate currently charged for utility and authentication templates. Only the WhatsApp Business Platform, the official API used by companies that connect WhatsApp to CRMs, service platforms and AI automation tools, is affected. Anyone using the regular WhatsApp Business app downloaded from an app store pays nothing extra.

The reference rate for Brazil

Meta has not yet closed the final country by country table, but the example figure cited in its documentation and repeated by outlets such as Canaltech and SendPulse is about $0.0068 per service message in Brazil, close to R$0.035 at July 2026 exchange rates. The company promised to publish final country rates by September 1, 2026. With no volume tier, cost scales linearly: an operation that exchanges 50,000 service messages a month today could end up paying close to $340 a month just in this category, depending on the confirmed final rate.

The change closes a gap that lasted years: service messages were the only commercial conversation category still escaping direct API billing, even as chatbots and AI agents that answer customers all day inside the 24 hour window grew explosively. By matching the service message price to utility and authentication, Meta is monetizing exactly the kind of traffic that grew the most on the platform over the past two years, automated customer service.

Agencies running chatbots and AI agents at scale for clients need to recalculate, already in September, the cost per conversation in every contract, because the pricing model that underpinned commercial proposals until now changes starting October 1. It is worth reviewing service message volumes per client, considering shifting part of the flow to discounted volume templates where it makes sense, and building the new rate into contracts and budgets before the bill arrives bigger than expected.
